Organizational Setting and Reporting:
The post is at the United Nations African Institute for the Prevention of Crime and the Treatment of Offenders (UNAFRI) in Kampala, Uganda.

Responsibilities:
The Director of Research and Documentation, under the direction and the authority of the Director-General, shall:
(1) Research current best practices, academic developments and international trends to generate a body of knowledge for internal and external use;
(2) Network and consult with subject leaders to keep up to date with current developments relating to policy areas;
(3) Lead the development of policy based on research and reflection;
(4) Contribute to monitoring, evaluation and reporting of the impact of UNAFRI’s corporate advocacy strategy;
(5) Develop and implement innovative approaches to research and advocacy;
(6) Advice and communicate corporate advocacy positions across UNAFRI’s core mandate;
(7) Ensure policy messages are consistent with UNAFRI’s mandate;
(8) Support the design and production of high-quality research and published UNAFRI’s research reports in policy areas;
(9) Produce policy and advocacy sections of relevant reports, e.g., Annual Policy Reports, advocacy annual review;
(10) Work with colleagues on shared analysis and dissemination of reports;
(11) Organize scientific events in the form of conferences or national, regional or international colloquia;
(12) Develop, monitor and publish the collection of UNAFRI courses, the UNAFRI Review, the UNAFRI newsletter and other Institute publications;
(13) Develop the research and documentation Centre;
(14) Welcome, guide and monitor researchers and trainees in close collaboration with the Director of Training and Programmes;
(15) Perform all other responsibilities as entrusted to him by the Director-General.

Qualifications:
Advanced University degree, preferably PhD in criminal law, criminology, sociology or other relevant social sciences.
Experience: Extensive experience, not less than seven years in crime prevention policies and practices and the operation and administration of criminal justice systems in African countries, with academic and practical training in research methodology and demonstrated operational research expertise in criminological research. Expertise in gender-based violence and human trafficking crimes is essential.

Languages: The candidate must be fluent in English and French. Working knowledge of Arabic/Portuguese will be highly advantageous.

Nationality: Candidates shall exclusively be nationals of Uganda.
 

Organizational Setting and Reporting:

The post is located at the Secretariat of the United Nations African Institute for the Prevention of Crime and the Treatment of Offenders (UNAFRI) in Kampala, Uganda.


Responsibilities:

The Deputy Director-General shall perform the following functions under the direction and authority of the Director-General:

  1. Be an advisor to the Director-General, support the identification of opportunities for productive interventions and support the Director-General in establishing policies and practices to ensure sound management and staff oversight, to meet programme obligations effectively, and to facilitate a workplace environment of mutual accountability, recognition, and respect.

  2. Be responsible for overseeing quality control of programming and identifying potential challenges.

  3. Act as the Officer-in-Charge of the Institute when the Director-General is not in the country.

  4. Support the Director-General in supervising and appropriately delegating areas of responsibility, supervising the technical departments and maintaining close relations with international consultants to provide the required advice and consultations.

  5. Support the integration of the Director-General’s technical inputs, vision, conceptualization of the strategy, and annual planning into day-to-day programming activities.

  6. Be responsible for adhering to the organizational culture of accountability, responsibility, capacity building and quality of services created by the Director-General and guiding other programme staff in adherence to these principles.

  7. Support the Director-General in developing strategic partnerships and strengthening linkages with Non-Governmental Organizations (NGOs), donors, UN agencies, government institutions, and the private sector for implementing UNAFRI’s mandate.

  8. Oversee the completion of donor reports in coordination with the relevant staff in a timely and professional manner.

  9. Oversee monitoring and evaluation of specific projects and initiatives, advising the Director-General on areas needing strengthening so that proactive and remedial action may be taken in a timely manner.


Qualifications:

Advanced University Degree in Law, Criminology, Sociology or Economics. Minimum of 10 years of progressively responsible professional experience in crime prevention and criminal justice research and analysis at national/international levels, including at least 5 years of experience managing and directing work in that field or training experience in police and prison training schools, training of judicial officers, or any other related leadership training with international workings in the criminal justice sector.
 

Additional Advantage:    Demonstrated leadership and professionalism, excellent communication and teamwork skills, technology awareness, sound judgement and creativity, and ability to establish and maintain productive client partnerships.
 

Languages:  Fluency in oral and written English. Good knowledge of another official UN language, particularly French, would be an added advantage.

Responsibilities:
The Director of Training and Programs, under the direction and authority of the Director-General, shall be responsible for:
(1) Developing high-quality training modules and courses on crime prevention and justice reforms for policy-makers, officials and practitioners;
(2) Applying and adapting participatory tools for measuring progress in crime prevention and disseminating these widely through PRI networks;
(3) Providing high-quality policy advisory services on the application of justice reforms and crime prevention approaches in policies and programmes;
(4) Identifying emerging issues, analyzing new approaches and promoting cutting-edge knowledge for the benefit of UNAFRI and national governments;
(5) Identifying strategic opportunities to use the policy advisory notes to address region and country-specific issues;
(6) Initiating policy dialogues on how to translate policy recommendations in crime prevention Reports into action;
(7) Facilitating knowledge capture and the leveraging and linking of national, regional and global know-how on crime prevention;
(8) The preparation of the five-year strategic plan in consultation with the Director of  Research and Documentation;
(9) Drawing up training programs, organization and monitoring of training sessions;
(10) Adaptation of the choice of training topics to the strategic guidelines of the United Nations Commission on Crime Prevention and Criminal Justice and the United Nations Congress on Crime Prevention and Criminal Justice;
(11) Drafting proposals for the choice of trainers to the Director-General;
(12) Perform all other assignments and responsibilities as entrusted to him by the Director-General.

Qualifications: Advanced University Degree, preferably PhD in criminal law, criminology, sociology or other relevant social sciences.

Experience: Extensive experience, not less than seven years, in crime prevention policies and the operation and administration of criminal justice systems in African countries. Academic and practical teaching/training experience required.

Languages: Candidates must speak and write English or French fluently. Knowledge of the other UN working languages, i.e., Arabic or Spanish, is highly advantageous.
