Post: Director of Research and Documentation

Level: Senior-level, Full-time staff position

Salary Scale: P4/I - UNAFRI Salary Scale

Duration: Initially, four (4) years, after which the UNAFRI Governing Board, on the recommendation of a Technical Advisory Committee (TAC), may extend it for a similar duration or less.

Organizational Setting and Reporting:
The post is at the United Nations African Institute for the Prevention of Crime and the Treatment of Offenders (UNAFRI) in Kampala, Uganda.

Responsibilities:
The Director of Research and Documentation, under the direction and the authority of the Director-General, shall:
(1) Research current best practices, academic developments and international trends of criminology and criminal law field to generate a body of wider knowledge.
(2) Network and consult with experts in the field to keep up to date with current developments relating to policy areas.
(3) Lead the development of policy based on research and reflection.
(4) Contribute to monitoring, evaluation and reporting of the impact of UNAFRI’s corporate advocacy strategy.
(5) Develop and implement innovative approaches to research and advocacy in crime prevention and control.
(6) Advice and communicate corporate advocacy positions across UNAFRI’s core mandate.
(7) Ensure policy messages are consistent with UNAFRI’s mandate.
(8) Support the design and production of high-quality research and published UNAFRI’s research reports in policy areas.
(9) Produce policy and advocacy sections of relevant reports, e.g., Annual Policy Reports, advocacy annual review.
(10) Work with colleagues on shared analysis and dissemination of reports.
(11) Organize scientific events in the form of conferences or national, regional or international colloquia to present research outcomes.
(12) Develop, monitor and publish the collection of UNAFRI courses, the UNAFRI Review, the UNAFRI newsletter and other Institute publications.
(13) Develop the research and documentation digital Centre.
(14) Welcome, guide and monitor researchers and trainees in close collaboration with the Director of Training and Programmes.
(15) Perform all other responsibilities as entrusted by the Director-General.

Qualifications:
Advanced University degree, preferably PhD in criminal law, criminology, or other relevant law field from a recognized educational institution.


Experience: Extensive experience, not less than seven (7) years in crime prevention policies and practices, the operation and administration of criminal justice systems in African countries, with academic and practical training in legal research methodology and demonstrated operational research expertise in criminological research.

Languages: The candidate must be fluent in English and French. Working knowledge of Arabic/Portuguese will be highly advantageous.

Organizational Setting and Reporting:

Responsibilities:
The Administrative and Finance Officer, under the direction and authority of the Director-General, shall:
(1) Take the lead in coordinating the full range of staff and human resource administration-related issues, ensuring the UNAFRI’s requirements are met. This involves overseeing the development and maintenance of staffing table records; interpretation and application of Staff Rules relating to human resource issues; career development; preparation of staffing projects and other ad-hoc status reports on those issues.
(2) Ensure implementation of human resource (HR) strategies and policies focusing on achievement of desired results.

(3) Ensure proper management and diligent handling of financial and audit records of the Institute.
(4) Ensure effective human resource management focusing on achievement and ensure proper staff performance management and career development.
(5) Ensure facilitation of knowledge building and knowledge sharing.
(6) Provide expert advice concerning conditions of service, duties and responsibilities, privileges and entitlement under the Staff Rules and Regulations.
(7) Monitor expenditures to ensure that they remain within Institute’s authorized levels. Exercise control over budgetary expenditures from these resources and advise senior staff regarding the allocation/availability of budget resources.
(8) Prepare responses to Internal and External Audit observations in compliance with the UNAFRI Financial Regulations and Rules.
(9) Manage the real estate assets under the responsibility of UNAFRI.
(10) Manage the maintenance of the Institute facilities and the carrying out of development projects.

(11) Maximize the best use of the Institute’s facilities such as the Conference facilities by recommending and reviewing charges for use of the facility.
(12) Monitor the implementation of the official calendar of meetings and activities for UNAFRI.
(13) Plan, organize and implement procurement services for UNAFRI.
(14) Provide the Institute’s warehouse management and inventory control.
(15) Provide protocol, travel and transport services and other logistical services for UNAFRI.

Qualifications and Skills:

A Master’s degree in Accounting, Finance, Business/ Public Administration or other relevant field from a recognized educational Institution; 

Bachelor’s degree in above areas with A minimum of four (4) years’ experience in the managerial roles of financial systems and budgets, financial reporting, auditing and operations.

Professional Accounting Certification Training (e.g. ACCA, CPA from the recognized accounting body) is required.

Demonstrated knowledge, skills, and/or experiences in accounting, financial planning and management, accounting transactions, budgeting, reporting and ensuring compliance of internal control systems.

Knowledge of accepted accounting practices and principles.

Significant experience using QuickBooks highly desirable.

Advanced working knowledge of Excel and strong database skills.

The Senior Bilingual Secretary, under the direction and the authority of the Director-General, shall:

  • Be fluent in written and spoken French and English languages.

Organizational Setting and Reporting:
The post is at the United Nations African Institute for the Prevention of Crime and the Treatment of Offenders (UNAFRI) in Kampala, Uganda.

Responsibilities:
The Driver, under the direction and the authority of the Director-General, shall:

  • Possess a valid and relevant driving license issued by the Ugandan Authority

  • Drive Institute’s staff to locations within Uganda especially in Kampala City.

  • Keep passengers safe at all times through defensive driving, timely servicing, and ensuring the vehicle is fully functional.

  • Ensure the readiness of the vehicle, in a good mechanical condition and ensure vehicle is prepared for long trips on rough terrain prior to field visits.

  • Maintain and monitor vehicle’s reasonable fuel consumption and mileage.

  • Ensure the vehicle meets all legal requirements and standards

  • Strictly observe traffic rules, regulations, and speed limits as prescribed by Uganda’s traffic laws.

  • Perform daily errands, such as collecting and delivering documents, purchasing items for the office.

  • Assist in routine office chores when necessary, such as photocopying, binding, filing, moving furniture, answering telephones.

  • Ensure the vehicle has valid insurance., which is clearly always displayed.

  • Maintain the cleanliness of the vehicle both inside and out.

  • Complete the vehicle logbook daily, recording all travel and requiring staff to be transported to sign on it.

  • Taking charge of the office generator (Powering it on/off, fueling and service).

 

Qualifications, Skills and Experience:
 

  • Minimum of Uganda Advanced Certificate of Education qualification.

  • A certificate in Motor Vehicle Mechanic is an added advantage.

  • Certificate in defensive driving from a registered driving institute or other road safety training desired.

  • 8 years of driving experience preferably 5 years of which are within the NGO or International Sector.

  • Must have experience driving within Kampala and in the regions of Uganda.

  • Must be familiar with local traffic regulations and be able to perform first line vehicle maintenance/repairs.

  • Good working knowledge of English language is required. French is an added advantage.
